Club ConstitutionAmended
at the 2009
Annual General Meeting.
The club shall be called “St
George’s Archery Club” which, for this purpose, includes “St
George’s Junior Archery Club” hereinafter referred to as the
“Club”.
The object of the Club shall be the
promotion and practice of Archery in all its forms, other than
hunting.
The
Shooting Regulations as prescribed in the GNAS “Rules of Shooting”
shall be accepted as governing the relevant branches
of the sport of Archery practised by the Club and its members.
Nothing shall be included in this
Constitution which conflicts with that of the GNAS.
The
management of the Club’s affairs shall be entrusted to the
Committee
who will act in the best interest of the members.
All members shall accept the
jurisdiction of the Club and its Committee and shall conform to such
conditions, shooting rules and regulations as are current, or which
may be determined from time to time by the Committee or GNAS.
The
Committee shall consist of: Chairman, Vice-Chairman, Treasurer and
Secretary, who are known as “Officers”, and four senior members
of the Club, except in exceptional circumstances. The Officers
shall be elected at the Annual
General Meeting. Ordinary Committee members shall serve for a
period of two years, two places to be voted for annually.
The
funds and property of the Club shall be vested in the elected
Officers or nominated Committee members
and shall be used to the benefit of the members.
All monies and funds received on
behalf of the Club shall remain the property of the Club, and there
will be no distribution of such funds amongst the members other than
any reimbursements authorised by the Committee. See paragraph 11
regarding dissolution of the Club.
The
Club shall maintain bank accounts
in the Club’s name. Any withdrawals from a Club bank account must
be signed for by any two of the following officers of the club:
Chairman, Vice-Chairman, Treasurer and Secretary or, in exceptional
circumstances nominated committee members who have been authorised
by the committee.
In the event of the dissolution of
the Club, the assets shall be disposed of as directed by the General
Meeting approving the dissolution.
In the case of an emergency, the
Chairman, Vice-Chairman, Treasurer or Secretary shall have full
power to act as they deem necessary.
The postal address of the Club shall
be that of the current Secretary.
The Committee will hold a Committee
Meeting every month at a time and place to be decided by them.
At
meetings of the Committee
and at all annual and extraordinary general meetings in the event of
an equal vote, the Chairman is entitled to an additional deciding
vote.
The Committee may appoint
Sub-Committees, which shall include at least one Officer, and may
delegate to such Sub-Committees powers within limits defined at its
formation.
Members of the Committee can form a
Quorum which will consist of any four members of the Committee, to
include the Chairman or Vice-Chairman. Any Quorum is to be minuted
and included at the next full Committee meeting.
The
Committee shall appoint a Field Captain annually, who
will, when present on the field, be responsible for the control of
shooting. In the event of the appointed Field Captain being absent a
senior member on the field will temporarily fulfil this role.
Members
of the Club 18 years old and
over shall be classed as Senior Members. Members of the Club under
18 years old shall be classed as Junior Members, as defined by GNAS,
and have no voting rights at any General Meetings. Juniors aged 16
and 17 may shoot without parental/legal guardian supervision
Juniors under 16 must be accompanied throughout the shooting session
by parent/legal guardians or by a responsible adult chosen by the
parent/legal guardian.
The
Club subscribes to the Archery GB (Grand National Archery Society )
policy for the protection of children and vulnerable adults and will
adhere to the policy and the published guidelines which are
available in the clubhouse.
A member of the club should be
appointed to act as the Child Protection Officer (CPO). Should no
member be prepared to accept this responsibility the club will
utilise the services of the Yorkshire Archery Association appointed
CPO should any issues arise.
All club committee
members
or any member acting on behalf of the Club having reason to work with
children/vulnerable adults or hold information regarding them will be
required to undergo a CRB check.
Any
person whom the Club may wish to honour for distinguished service to
the Club may be elected at a General Meeting of the Club as an
Honorary Life Member and will become exempt from Club subscriptions,
but not from GNAS fees if still shooting.
Should a complaint arise against a
Club member, it must be referred to the Committee who will take
whatever action they deem necessary to protect the interests of the
Club and its members. The Committee’s decision will be final.
All
members as defined in paragraph 19
(other than honorary members as defined in paragraph 21) shall pay
an annual subscription to the Club at maximum rates determined by
the members in General Meetings.
All
subscriptions shall be due on the 1st
September every year. Any member who attends the AGM and has not
paid their subscription shall forfeit the right to vote at this
meeting. Any member who has not paid their subscription by the
1st
October must re-apply for membership, and can not shoot until they
do so. If the Committee decide that there are extenuating
circumstances, this requirement may be waived.
Anyone
who joins the Club after the 1st
October and before the 1st
May in any year must pay the current Club subscription due. Anyone
who joins the club after the 1st

payment will not be due again until the 1st
of September the following year.
The
AGM
shall be held during September at a time and place to be determined
by the Committee. Not less than twenty-eight clear days’ notice
of such meeting shall be sent to each member and such notice will
include a reminder that subscriptions are due.
The
Committee shall submit a Balance Sheet at the AGM showing the Club’s
financial position, with an income and expenditure account, for the
previous twelve months up to the 31st
August.
The
Constitution of the Club shall not be altered
or amended except at the AGM, or at an Extraordinary General
Meeting. Members wishing to move a proposition designed to alter or
amend the Constitution shall submit such proposition to the
Secretary not less than twenty-one days before the General meeting
at which the proposition is to be considered. Notice of such
proposition which it is intended to move shall be sent to all
members entitled to receive notice of such meetings.
The
Committee, or any three Club members upon application to and at the
discretion of the Committee, may call an Extraordinary General
Meeting (EGM). Not less than twenty-one clear days’
notice of such meetings shall be sent to each member. Any
propositions to be moved at an EGM must be included in the notice of
any such meeting, such notice to be sent to members by the Secretary
.
New
members – Persons
wishing to join the Club must first attend an Archery GB training
course, run by St George’s or another club. Having completed such
a course and/or achieved the required standard of archery to
satisfy the course instructors applicants will be invited to join
the Club.
Accredited persons will be allowed to
shoot on receipt of a completed application form and membership fee.
All new membership applications will
be reviewed and ratified by the committee at its next meeting
Any
visiting archer must be a member of Archery
GB (GNAS) and may shoot only with the permission of the Field
Captain of the day. A target fee may be charged at the discretion
of the Committee.
Any
senior member may obtain a key for Club property upon application to
the Treasurer. All keys must
be returned to the Club by anyone who leaves the Club. A returnable
deposit will be charged to all senior members who are key holders.
A list of current key holders will be kept by the Treasurer.
Those senior
members holding keys and having occasion to open or close the
clubhouse must accept responsibility for ensuring that all doors
(including those
of any hired premises when appropriate) are locked and all lights and
electrical equipment switched off
A copy of this Constitution should be
made available to all Club members.
